Sure. But perhaps we should *always* have a pretest active. We are
pretesting 21.3 and developing 21.4. As soon as 21.3 is released, the
very same day, we branch for 21.4 with feature-freeze. Then each people
can decide if they want to help in getting out a "features" version or
continue hackin' new features (or both). And the day 21.4 is announced
we branch for 21.5, etc.

Sure. Still, that's unavoidable, so the more time it takes releasing a
pretest, the more it'll be delayed the definitive release.
