It decides whether to create new frames when draging files into Emacs.
Shouldn't it be a `defcustom'? 


In GNU Emacs 23.0.92.1 (i386-apple-darwin9.6.0, NS apple-appkit-949.43)
 of 2009-04-05 on zen.local
Windowing system distributor `Apple', version 10.3.949
configured using `configure  '--with-ns''

Alright, it's a defcustom (though I'm not sure such a
platform-specific option should exist at all).
