It's not empty. It's presumably an error in whatever mechanism you are
using to read the reports. I assume it ignores "quiet" messages.

It's not included in the output from this command:

curl "https://debbugs.gnu.org/cgi/bugreport.cgi?bug=11507;mboxmaint=yes;mboxstat=yes"

So it that a bug in the bug tracker?

I imagine mboxmaint shows the mails as received by the maintainer
address, and quiet- messages aren't.

But that one doesn't contain the status "mail", which is useful
sometimes.

Where do the quiet- messages originate from?
