I can not open `Outline' and `Ref' menu .
But I can open `File' `Edit' and `Help' menu.
What is the matter ?

This is a known issue with menus and newer GTK versions, fixed in
Emacs CVS.

As a workaround, you may use

GDK_NATIVE_WINDOWS=1 emacs
