Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

XEmacs handles the problem in #'forward-sexp, details here:

When I use the XEmacs version of #'forward-sexp, the problem goes away.

I've checked in the patch, with a limit argument.  Thanks for pointing
this out.
