The manual (section 18.8) says that

	(global-font-lock-mode 0)

disables font-lock-mode by default.
My .emacs contains this expression.

Yet when I load a python file,
font-lock-mode is enabled.

python-mode-hook is nil.

Is there a way to disable font-lock-mode
universally?
