I know that emacsbug.el, sendmail.el, and message.el are currently
being worked on, so possible fallout is to be expected.

Consequently, the following function doesn't work anymore (while not
with emacs -Q, of course):

In what way doesn't it work? What happens, under what circumstances?

You are basically saying that either or both of
message-send-mail-with-sendmail and smtpmail-send-it are not working.

The former works for me, the latter I cannot test.

It looks like there is a function and a variable BOTH named
`message-send-mail-function'

When sending a bug report, which one does emacs use:
`message-send-mail-function' or `send-mail-function'
(and if both are defined)?

Depending on whether or not I have started Gnus I sometimes
get an error trying to send a bug report.

I'll see if I can track this down further.

It depends o whether you use message.el to compose the message.

Btw, in general, these two should have identical values, according to
whatever configuration you have for sending email on that machine.

Sort of identical.  But using two different variables here was a design
mistake, I think, and we should make `message-send-mail-function' go
away in Emacs 24.2.

It requires some minor message.el tweaks, though, since the functions
that Message uses today are slightly different from the other functions.
