1. emacs -Q
2. M-: (setq icomplete-in-buffer t)
3. M-x icomplete-mode
4. Type a single quote (')
5. C-b
6. C-M-i

Error in post-command-hook (icomplete-post-command-hook): (args-out-of-range #(";; This buffer is for text that is not saved, and for Lisp evaluation.
;; To create a file, visit it with C-x C-f and enter text in its buffer.

" 0 3 (fontified t face font-lock-comment-delimiter-face) 3 71 (fontified t face font-lock-comment-face) 71 74 (fontified t face font-lock-comment-delimiter-face) 74 144 (fontified t face font-lock-comment-face) 144 145 (fontified t)) 0 146)

Happens also in Emacs 28 development version; and with other special
characters: " \ ) ( etc in step 4.

Sorry, ignore this bug if you want because I just realized that
icomplete-in-buffer is a 'defvar' and not a 'defcustom'.
