This problem is still present in Emacs 28.

Case to reproduce:

(progn
  (setq dired-listing-switches "-alb")
  (shell-command "touch /tmp/a\ab")
  (dired "/tmp/")
  (dired-goto-file "/tmp/a\ab"))

This will not go to the a^Gb file.
