As the title, in `package.el, it seems that
`package--quickstart-maybe-refresh' is not called in
`package-install-from-buffer'. Is that expected?
Note that it's called from `package-install` though.
Configured using:

This would make the command be more consistent, so I think that makes
sense, and I've made the suggested change in Emacs 28.
