To reproduce:
1. emacs -Q
2. C-x b foo ⏎ ;; create a new buffer
3. C-x 4 C-o ⏎ ;; foo & *scratch*
4. C-x 4 C-o foo ⏎ ;; nothing changed, right.
5. C-u C-x 4 C-o foo ⏎ ;; foo & foo
6. C-x 4 C-o ⏎ ;; back
7. M-x ido-mode ⏎ ;; enable Ido
8. C-u C-x 4 C-o f ⏎ ;; ido-display-buffer

I expected the same result as step 5 here, but it seems that
ido-display-buffer just ignored the prefix argument.

I have seen the Ido Customize Group, and searched by debbugs-gnu-search,
but found nothing related.

In GNU Emacs 24.3.50.1 (x86_64-apple-darwin12.4.0, NS apple-appkit-1187.39)
 of 2013-07-13 on xfq.local

This should now be fixed in Emacs 27.
