I've never used cperl-mode, but: C-h f cperl-toggle-autohelp -> Delay of auto-help controlled by `cperl-lazy-help-time'. C-h v cperl-lazy-help-time -> Its value is nil. *Not-nil (and non-null) means to show lazy help after given idle time. Seems like a dumb default, but there you go. I cannot quite agree how this can be "notabug". Dumb defaults are bugs in my opinion.
