1. C-c C-h

Then the user have to stare at the empty buffer.
Whereas in 28.1 while not perfect but at least
it displayed something more informative:

  Global Bindings Starting With C-c:
  key             binding
  ---             -------

I've now made it output a text that says there are no bindings under
C-c.
