In the elpa branch, packages/ada-mode includes ada-mode.info and
gpr-mode.info, but not their texi sources.
(Also it seems to have almost every file with execute bit set.)

Is this a licensing issue, or does it not matter?
In any case, I find it odd to have files in the Emacs elpa repository
where I cannot modify the source, even if I wanted to.

Definitely, the .texi file should be there (and in the tarballs as well).

Ok, I'll include the texi sources.
The execute bit is a git on MS Windows bug; I'll see if I can fix it.
