With emacs -Q, changing a faces's :weight has no effect. Here is what
describe-face says about the default face, in case it matters.

           Family: Monaco
          Foundry: nil
            Width: normal
           Height: 120
           Weight: regular
            Slant: normal
       Foreground: Black
DistantForeground: unspecified
       Background: White
        Underline: nil
         Overline: nil
   Strike-through: nil
              Box: nil
          Inverse: nil
          Stipple: nil
             Font: #<font-object -*-Monaco-regular-normal-normal-*-12-*-*-*-m-0-iso10646-1>
          Fontset: -*-Monaco-regular-normal-normal-*-*-*-*-*-m-0-fontset-startup
           Extend: nil
          Inherit: nil

Please tell how you tried to set the face's :weight.

If you change "Weight" via customize-face, does it also fail to work?

And does that font have a bold variant on your system? If so, can you
tell what is its numeric value of the :weight attribute?

It turns out that the Monaco font on my system is damaged in some way.
It shows a variant for 'bold' in the Font Book utility, but validating
that font in Font Book shows it is invalid.

Sorry for the noise.
