There is not the vaguest truth in this.
  I have not even speculated on it with the Dean/VC/etc,
  so I don't know where it comes from.

If you're building from Git, you should call 'make bootstrap'.

In case it still doesn't work, what's the hash of the commit you're 
trying to build?

to work -- I must have mistyped.  Semms to be uiding OK now

This function is defined on lisp/vc/vc.el.

I think you should bootstrap, there are too many outdated *.elc files
in your tree.
