Hi,

        I am getting an intermitent error  when trying to send a
        bug report using report-emacs-bug`.

        I was unable to send the bug report after gerring the error
        (see attacmemt below) umtil I killed the " smtp_temp"
        buffer.

This basically means your network is unstable, and the connection
timed out or was closed.  I don't think it's an Emacs problem.
