In *scratch* buffer, use MS Japanese IME to enter 'w' 'a' 't' 'a' 's' 'h' 'i'.
Then press enter twice.
The *scratch* buffer got 2 '私' characters.
In GNU Emacs 23.0.94.1 (i386-mingw-nt6.0.6001)
of 2009-05-24 on SOFT-MJASON
Windowing system distributor `Microsoft Corp.', version 6.0.6001

(I'm going through old bug reports that unfortunately didn't get any
response at the time.)
This was ten years ago -- is this bug still present in modern versions
of Emacs? If so, can you tell how to reproduce it starting from
"emacs -Q"?

More information was requested, but none was given within 15 weeks, so
I'm closing this bug. If this is still an issue, please reply to this
email (use "Reply to all" in your email client) and we can reopen the
bug report.
Best regards,
