tabularray package will require \NewTableCommand

TeX reads
"a% comment
b"
as "ab", dropping newline and starting spaces. Of course, advanced users
may redefine category of "%" from comment to something else (regular
character, command prefix like \, etc.) like it is done inside verbatim
environment.
