Same problem occurs with this sample document:
```
foo
#+BEGIN: bar
baz
```
which parses as:
```
(section
(paragraph "foo\n")
(paragraph "#+BEGIN: bar\nbaz\n)
)
```
again, no blank lines and no non-paragraph elements but the single paragraph got split in two.
