If you take the #+BEGIN_EXAMPLE, #+END_EXAMPLE out from around the list and add the properties/ID drawer, then the "C-c i bar[RET]" does bring up the *org-index-occur* buffer. Typing [RET] wont take you to the node referenced by ref R2, because it doesn't exist anywhere. It shows you how to search, but not how to create a reference to anything.
