With org 9.2, this does not occur.

I hope someone who uses MELPA will correct me if needed, but I'd start with `emacs -Q' and try out your link to be sure it is not something in your installation. If it works OK start bisecting from there.

Alternatively, you could instrument[1] `org-open-at-point', try the link and see where it goes awry.
