I didn’t see this before, too. Now, I tried to create a minimal example showing the described behaviour, but I cannot reproduce it anymore. Now all is correct.

But if I anew export the org-mode file, now, the generated citation links are external file links to (not existing) files. For example, cite:Hales2008 is exported to "file:///.../Hales2008“.
