I think you're confused by a (helpful) conflation. The =E2=80=98visual-lines-mode=E2=80=99 is indeed a replacement for =E2=80= =98longlines-mode=E2=80=99, but its job is to cause editing commands to act on visual, rather than logical lines. The wrapping behaviour you're describing is performed by =E2=80=98word-wrap= =E2=80=99, a buffer-local variable that cuases lines to be visually broken at word boundaries. The =E2=80=98word-wrap=E2=80=99 variable is set by =E2=80=98visual-lines-mo= de=E2=80=99, which is why you're seeing it happen.
