FWIW, the original example works for me if I set
'org-latex-to-mathml-convert-command' to
"latexmlmath \"%i\" --presentationmathml=%o"
as described at
<https://www.gnu.org/software/emacs/manual/html_node/org/Working-with-LaTeX-math-snippets.html#Working-with-LaTeX-math-snippets>
(interestingly I didnʼt have to set #+OPTIONS: LaTeX:t)
