I think that should be

(add-to-list 'load-path (concat conf "org-mode/lisp"))
(add-to-list 'load-path (concat conf "org-mode/contrib/lisp"))

(require 'org-install)
(require 'org-babel-init)

(org-babel-tangle-file (concat base "miniconf.org"))
