Maybe something like this

#+latex_header:     \floatstyle{ruled}
#+latex_header:     \newfloat{program}{tbp}{lop}[section]

#+caption: my program
#+begin_program
#+BEGIN_SRC sh
./somescripts.sh someargs
#+END_SRC
#+end_program
