You have to escape the leading *'s with a , as in

#+BEGIN_SRC org
,* TODO foo
#+END_SRC

If you use C-c ' to edit the src block, it does this for you
automatically.

Hi Michael,

That is very cool!  Thanks for sharing.  I can imagine integrating that
with org-habits somehow.  You might consider putting the lisp files on
GitHub somewhere.
