It works on my side, when opening from inside org-manual.org, from Info
manual page, and from https://orgmode.org/manual/Cooperation.html. May
you please provide more details?

The source code at https://github.com/cdominik/constants-for-Emacs has
not been changed since the end of 2020, and I have last seen Carsten
being active on mailing lists at the beginning of 2021.
So, we may instead consider marking the package at
https://orgmode.org/worg/org-orphanage.html and maybe inside
https://sr.ht/~bzg/org/ project.

I see no reason not to use
https://github.com/cdominik/constants-for-Emacs as the source for
constants.el, the package seems stable (as its name suggests...)
I've fixed the link in the manual.
Of course, if Carsten wants to move the package to Org orphanage,
no problem.

I was mostly concerned that a pull request back from 2020 is still open.
That said, there is indeed no rush and actually no urgent need to do
anything - it is not like we are getting an large inflow of bug reports
related to constants.el.

AFAICT the PR is about whitespaces in the README, so not a blocker.

Maybe, maybe not. But I think that it may be the chicken-and-egg problem
- constants.el may be not used because it is not available in the
package repositories.
I am asking mostly because Org mode declares support of constants.el in
the manual:
‘constants.el’ by Carsten Dominik
Org can use names for constants in formulas in tables. Org can
also use calculation suffixes for units, such as ‘M’ for ‘Mega’.
For a standard collection of such constants, install the
‘constants’ package. Install version 2.0 of this package,
available at <https://github.com/cdominik/constants-for-Emacs>.
Org checks if the function ‘constants-get’ has been autoloaded.
Installation instructions are in the file ‘constants.el’.
... and it would be nice to have it available via the usual M-x
package-install.
I also see no reason why this package would not be accepted - it is a
useful package, especially when it can be installed without efforts.

Wouldn't that be over-kill: it's only one lisp file. And an excellent
file it is, but I just have it in my lisp path. Anyway, I refuse to use
package repositories preferring to install things myself.
