M-x customize-variable RET org-export-html-xml-declaration RET

and set it to an empty string?

If you need to remove the the DOCTYPE too, you could use the
`org-export-html-final-hook' like this:

(add-hook 'org-export-html-final-hook
          (lambda ()
           (let ((kill-whole-line t))
            (goto-char (point-min))
            (kill-line 2))))
