org-timeline is not autoloaded. You can force it by adding
(require 'org-agenda)
to your .emacs.
Whether it *should* be autoloaded is debatable: org-timeline has
weaknesses and although not officially deprecated, should be IMO
best avoided. See Carsten's comments in
