It does not look like there is much interest in adding this to Org mode
itself.  You can instead create a standalone package that implements the
desired functionality.

Meanwhile, I am closing this feature request.
Closed.

If you encounter any difficulties implementing the feature outside Org
core, feel free to ask me. I will be open to improving the existing Org
timer APIs to accommodate more flexible use cases (without adding
brand-new features).
