That's what I thought. You are talking about headlines whereas my code
was about plain lists:
- Blah
- Foo
- bar
Forget about it then.
To achieve the desired effect, you may simply use this:

(defun ngz-move-headline-at-bottom ()
"Move current headline to the last position in the same tree."
(interactive)
(unless (org-at-heading-p) (error "Not at an headline"))
(while (ignore-errors (org-move-subtree-down))))
