AFAIK, there is no special location in the file for archived subtrees,
i.e., there is nothing wrong with

  * Some projects
  ** Some item...
  ** Archive :ARCHIVE:...
  ** New entry...

I guess you could use `org-after-refile-insert-hook' for that special
need.
