I tried to be inclusive, and did not delete anyone from Carl's
original file. I also reworded the acknowledgement of Google LLC.

Floris, let me know if the new wording is problematic for you; the old
one did not really make sense to me. Also, should we add headers to
the new python bindings asserting either google's copyright or yours?
