If you open https://guix.gnu.org/cookbook/, and choose a language except English, It will return 404 Not found.
Seems someone just carelessly push the cookbook and without checking the translations.

Yeah, this is a limitation in the current machinery that build the
documentation pages—see ‘doc/build.scm’ in the source.

This was fixed by Björn in commit 7c65fc378cf last April.
