Thanks to effa` on IRC I was able to fix it by setting the TZ variable.

* gnu/packages/statistics.scm: New file.
* gnu-system.am (GNU_SYSTEM_MODULES): Add it
* guix/download.scm (%mirrors): Add CRAN mirrors.
