This series add ‘ocamlformat’, a code formatter for OCaml, and some
missing dependencies.  It also updates the ‘ocaml-bisect-ppx’ package,
otherwise ‘ocamlformat’ would not build.

Some tests for ‘ocamlformat’ are failing, not sure why, so I have
disabled them for now.
