This patch updates wget to the latest release version and replaces the
self-hosted tarball we introduced to enable the core-updates merge.
I built a few random dependent packages.
"guix refresh -l" shows 974 dependent packages; nevertheless, if QA is not
too busy, it would be nice to build it out to get rid of the non-standard
tarball.
