   I think most other distros use ‘ifconfig’ from net-tools, not from
   GNU inetutils.  If think this is just unimplemented.

   Can someone at bug-inetutils comment?

That  is  correct, GNU  ifconfig  does  not  support setting  the  MAC
address.
