* guix/build-system/cargo.scm (default-cargo, default-rustc,
  %cargo-build-system-modules, cargo-build, lower, cargo-build-system):
  New variables.
* guix/build/cargo-build-system.scm (configure, build, check, install,
  %standard-phases, cargo-build): New variables.
