[bug#74860] [PATCH 10/10] home: Add log rotation to ‘%base-home-services’.

* gnu/home.scm (%base-home-services): Add instance of
‘home-log-rotation-service-type’.
* doc/guix.texi (Shepherd Home Service): Document it.
