I think that would leave you with a dangling symlink when that
/gnu/store item gets garbage collected.  (You also forgot the first
slash.)

The following might be preferable:

  guix package -p /run/current-system/profile -i glibc-locales
  ln -s profile/lib/locale /run/current-system/locale

Don't know if there's an even better way.
