How about changing =E2=80=98pypi-uri=E2=80=99 to return two URIs, the new o=
ne and the
old one, in this order?

That way, attempts to download will first try the first URI, then the
second.

Alternately, we could define a =E2=80=9Cpypi=E2=80=9D mirror in (guix downl=
oad) that
would contain at least these two URIs, and have =E2=80=98pypi-uri=E2=80=99 =
return
=E2=80=9Cmirror://pypi/=E2=80=A6=E2=80=9D.  That only works if the two URIs=
 share the same
suffix, though.
