I don't think it has to be one or the other. I've been greatly inspired by how Blender has turned artists into programmers. You have all sorts of buttons and an interface that's optimized around artists, but if you hover over a button, the tooltip displays not only a textual description, but also what the python equivalent would be. Thus you have an interface that exposes the underlying machinery to users who want to use it. - Chris I guess the downside to the Blender comparison is I'm not sure it's the easiest software to learn, but I think that's a domain issue (3d graphics, no matter what software you use, are a tough subject to learn).
