When milano=E2=80=99s load is too high, it=E2=80=99ll fall back to the next= machine, but then it means scheduling is wasting time always contacting machines in the same order, which goes against the strategy of =E2=80=98choose-build-machine=E2=80=99 in (guix scripts offload).
