As discussed on IRC, this issue is tracked here: https://issues.guix.gnu.org/issue/32182 I don=E2=80=99t think it=E2=80=99s reasonable to automatically restart serv= ices that are currently running; it should have terrible effects. Or maybe we could mark services that are always safe to restart as such. But then, =E2=80=98term-tty1=E2=80=99 or =E2=80=98sshd=E2=80=99 are not always safe t= o restart, so it wouldn=E2=80=99t help.
