I would say so (though again, I’m not a native speaker.)

The “GNU Distribution” section could be improved.  For instance, the
bits about bootstrapping from the ELS paper could be incorporated
somehow, because I think it’s an interesting topic, and a distinguishing
feature as well.  Also bits about the API, in particular ‘build-system’
objects.
