With commit 8a7330f we’re switching to eudev, Gentoo’s
systemd-independent fork of udev (so far we had been using a 2.5 year
old pre-systemd released of udev.)
That’s a way for us to get the latest stuff, while not pulling systemd.
And I think it’s good to support this effort, precisely because it
allows for such things.

I should mention that as a side effect, network interfaces are assigned
different names. For instance, on my machine, ‘eth0’ is now ‘eno1’.
