No, but we can modify/substitute the config icecat uses, and set
it there see 
https://gitweb.gentoo.org/repo/gentoo.git/tree/eclass/mozconfig-v6.49.eclass
and search for "skia". Or, I haven't looked at it too closely, it
can be passed to the configure script.
